Mobile phone is the most important thing in modern human life after grass, bas and cotton.
People of all ages, castes and professions have been using mobile phones in their own way as a
very important matter. In Nepal, mobile phones worth 38 billion to 40 billion rupees are being
legally imported and traded annually, while it seems that the illegal or non-customs-imported
phones worth about 14 billion are being traded.
Due to the illegal mobile phone business, the government of Nepal is losing revenue of around 2 billion per year.
It is well known that consumers are being cheated because the phones that come in like this are refurbished,
duplicate and stolen phones, there is no after-sale warranty, parts are not available, and stolen phones can also
lead to legal trouble.The use of such phones can cause difficulties even in the investigation of the Nepal Police
and it is found that the IMEI number is not registered and it is also used in criminal activities.
In this way, due to the increase in the business of phones imported through customs evasion and illegal means, there
has been a massive decline in the sales of businessmen who do business legally by paying taxes. In the same way, mobile
businessmen are starting to migrate after the business with the lowest margin has decreased.
In relation to the above, after many discussions and homework with mobile operators, Nepal Telecommunication Authority
and related bodies, the Mobile Device Management System (MDMS) will be implemented, so this problem will be solved.
It was decided to implement Mobile Device Management System (MDMS). But the Honorable Prime Minister Mr. Pushpa Kamal
Dahal said that there have been rumors and no remittances such as the phones brought or sent by people returning from
foreign jobs do not work in Nepal and instructed the relevant agencies not to implement that system at present.In this way,
it is clear that suspending the MDMD system, which has been restarted after billions of investments and
years of effort, is not in the interest of Nepalis living abroad. Isn't it like giving smugglers a license to work illegally?
The decision made by the government in the name of protecting the interests of Nepali citizens living abroad will displace
the mobile businessmen, the state will lose billions in revenue and it seems that mafias involved in illegal business will get support.
In fact, if MDMS is implemented, it is misleading that there will be a problem with the phones brought or sent by Nepali citizens
who have gone for foreign employment and other purposes.
The MDMS system is a system for keeping data and regulating incoming phone calls in Nepal. The problem is not in this system,
the problem is in Nepal's tax system.
If the government allows foreigners to bring mobile phones with customs exemption and register them in the Mobile Device
Management System (MDMS) free of charge, the problem will be solved. If they can do that, the mobile mafias who openly
trade in the phones brought illegally by evading customs will be discouraged, while the mobile businessmen who do legal
business by paying taxes to the state while providing employment to thousands of Nepalis will not be targeted.
Therefore, we are humbly requesting the Government of Nepal and the related agencies to implement the Mobile Device Management
System as soon as possible so that Nepali citizens staying abroad can register in the MDMS System free of charge.
